ISDN is a digital network that provides connection between terminal equipment with the purpose of supporting a wide range of telecommunication services (voice and information):
-
digital telephony and message faxing;
-
video-telephony;
-
remote access to the local computer network;
-
switched (uncoded, password-based) Internet access;
-
high rate information transfer;
-
for ISDN BRI - the rate to 128 Kbit/s or simultaneous work in Internet with the rate of 64 Kbit/s and telephone call;
-
for ISDN PRI – the rate to 1,920 Kbit/s;
-
data transfer;
-
video conference;
-
additional kinds of servicing (AKS).
It is possible to install telephones in a small office or to place at home another telephone by using one subscriber line.
ISDN network combines capabilities of a common telephone network and a data network. All services provided in ISDN network would have higher quality, if the appropriate terminal equipment is available. First of all, ISDN ensures reliable communication protected from electric interference.
Service arrangement
ISDN-network connection provides direct connection to the Ukrtelecom’s digital telephone exchange.
There are such types of connection:
-
ISDN BRI (two B-circuits each with 64 Kbit/s capacity and D-circuit with 16 Kbit/s capacity);
-
ISDN PRI (thirty B-circuits each with 64 Kbit/s capacity and D-circuit with 64 Kbit/s capacity).
In case the ISDN PRI ports are unavailable at the Ukrtelecom’s ATE, connection with other types of signaling system may be temporarily used, by subscriber’s consent (including R2D and other types that support digital thirty-circuit connection) till the moment of the exchange upgrading.
General provisions
1. Rates for ISDN services are established in the form of tariff system (tariff plans).
2. Rates are applied by Ukrtelecom Joint Stock Company branches, which provide such services.
3. Monthly subscriber fee includes a fixed charge established for a subscriber by Ukrtelecom JSC for the access to its telecommunication network, whether the service was received or not, and the minimum service package.
Minimum package of services, which value is included in monthly payments, shall be paid by a subscriber regardless of the volume of services received by a subscriber during a month.
Minimum service package includes:
-
local, long-distance (within oblast and
Ukraine), international telephone calls (CIS and other foreign countries) and facsimile communication; -
telephone calls and exchange of other messages with mobile carrier subscribers (with the access by mobile carrier codes);
-
international telephone calls to the subscribers of global (satellite) networks;
-
800-Service;
-
forwarding (re-addressing) calls to the numbers of a 800-Service subscriber;
-
switched Internet access services (if technically feasible);
-
value-added telecommunication services;
-
value-added Internet-services.
The amount paid for minimum use of services includes payments in such order:
-
local, long-distance and international telephony services;international telephone calls to the subscribers of global (satellite) networks;
-
telephone calls and exchange of other messages with mobile carrier subscribers (with the access by mobile carrier codes);
-
payments for forwarding (re-addressing) calls to the numbers of a 800-Service subscriber;
-
the monthly subscriber fee for 800-Service;
-
the fee for the switched Internet access services (if technically feasible);
-
monthly subscriber fee for value-added Internet services;
-
the fee for value-added telecommunication services.
4. Rating of (setting rates for) local, long-distance and international telephone calls and facsimile communication via each B-circuit shall be made separately according to the current Boundary Rates regulated by the state.
5. The fee for services provided that exceed the minimum service package shall be recovered additionally.
6. In case of replacing three month term ISDN-service by the permanent ISDN-connection, a subscriber shall pay difference between the respective rates.
7. The customer shall be granted the terminal equipment for use (ISDN modem, adapters).
8. The ISDN line arrangement shall be made irrespective of coverage zone of ATE that provides ISDN services.
9. For budget institutions, organizations and enterprises the reduction ratio (Rr) 0.35 shall be applied to the rates for ISDN-PRI-services (initial access) specified in tariff plans:

Standard – serial numbers 7, 8, 9, 10;
-
Standard-1 – serial numbers 11-26;
-
Master - serial numbers 33, 34, 35, 36;
-
Elite - serial numbers 43, 44, 45, 46.
Legal entities financed from the state (local) budget should provide the document from the financing authority confirming that they are fully financed at the expense of budget funds with the purpose of application of rates established for budget enterprises, institutions and organizations.
